The Global Regulatory Affairs and Clinical Safety (GRACS) Resource Management Associate Director will be accountable to perform demand forecasting and resource analytics for the GRACS organization to support strategic and tactical decisions related to organizational resource requirements/utilization.

This role will support the development, maintenance, and operation of a holistic capacity model.  This includes generating, collecting, maintaining, and/or tracking specific:

  • Demand forecasts for GRACS functional areas
  • Functional Area Resource Requirements
  • Resource Dashboards

The successful candidate should have experience with the principles of Data Analysis, Capacity Management, and Process Improvement. Primary Activities include, but are not limited to:


Partnering with Departmental Staff, Finance, and Functional Area Resource Stewards to share ownership of:

  • Conducting resource and capacity analysis for:
    • Global operations, resourcing strategies and financial planning
    • Business development opportunities (alliances, acquisitions, and divestitures)
  • Forecasting functional area demand
    • Understanding and communicating demand at the functional area deliverable level
    • Incorporating the impact of interdependent demand into functional area forecasts 
  • Managing functional area resource targets
    • On-board headcount and hiring plans
    • Internal and external resources (non-merck persons, sourcing, etc.)
  • Facilitating the development, implementation, and use of:
    • Periodic capacity analyses/evaluations
    • Dashboards for functional area resource requirements/metrics



  • Bachelor’s degree is required

Required Experience:

  • A minimum of 7 years of working experience in a business planning/forecasting and/or business analytics role
  • Extensive experience with MS Office (specifically: Excel, Access, PowerPoint) and MSPS
  • Strong conceptual and analytical thinking skills
  • Demonstrated ability to manage multiple priorities
  • Demonstrated ability to network, collaborate, and communicate across cultures, organizational levels and disciplines
  • Knowledge of Global Regulatory and/or Clinical Safety processes and work types
  • Demonstrated success on independently leading/delivering on project objectives
  • Proactive and creative problem-solver that generates options, and makes effective and timely decisions
  • Experience manipulating and mining large data sets, especially to support the analysis of complex operations

Preferred Experience:

  • Resource and capacity management experience
  • Demand forecasting in the research and development space
  • Experience working on large-scale, global initiatives
  • Experience with GTT process and tools
  • Experience with Spotfire and/or other data visualization software packages
  • Project Management Experience
  • Six Sigma Green or Black Belt
  • Advanced degree
