As a member of the Plant Engineering Department, the Technical Support Associate Director performs three primary roles in leadership, strategy creation and relationship management. Lead and develop a team of engineers and consultants to solve technical problems related to cooling, ventilation, fluids, power, BAS Automation, equipment failures, utility distribution and facility energy optimization. Work with partners in Utilities, Facility Management, Strategy, MRL, and MMD to create breakthrough strategies, master plans and analytics to improve GWES PA Region energy systems. Develop working relationships with Utilities, Facilities, Procurement, external partners to collaborate in effective solutions to GWES PA Region Plant system performance.

The primary activities include and are not limited to the following:
  • Budget - Establish estimates of engineering services to support technical solutions for the GWES PA Region
  • Energy and Sustainability - Develop necessary data collection requirements and monitoring to support Quarterly Reports
  • Engineering Criteria - Advocate and ensure that GWES PA Region lessons learn, specifications and criteria are implemented for campus design and construction. 
  • Alarm Monitoring - Develop and implement a program to improve GWES WP WPMS alarm monitoring and dispatch triage. 
  • Alarm Rationalization process for the BAS & WPMS systems to document and improve alarm system performance.
  • Master Plan Updates - Provide engineering support to updates to Utility and Facility master plans annually to support the Region and Utility Master Plan updates
  • Support the development of Capital Project requirements and business case in support of Master Plans
  • Provide Capital team leaders for GWES site Projects. 
  • Interfaces with internal and external groups, gains consensus and contributes to reliable and effective teamwork.
  • Ensures that system engineering basis information, which includes the following items: drawings, performance parameters, hydraulic models, and equipment manuals is develop for GWES PA Region
  • Ensures that heat transfer calculations and energy calculations and system cycle calculations are developed and performed and maintain for GWES PA Region facilities.
  • Support root cause failure analysis on equipment failures and develop strategies to prevent recurrence.
  • Monitor the performance of maintenance metrics, investigate variance from targets and implement action items to improve performance.
  • Apply technical skills and ingenuity to correct equipment and system problems that result in downtime or consume excessive maintenance resources or energy.


  • Bachelor’s Degree 
  • Minimum 7 years of power plant, utility plant, chemical, facilities or similar industries design and operations
  • Minimum of 3 years of experience in executing Capital Projects
  • Minimum of 2 years of experience in working with heat balance calculations for power cycles, HVAC and refrigeration cycles
  • Minimum of 5 years of experience in the design and operation of utility and facility systems
  • Minimum of 2 years of experience in working with HVAC and Refrigerant Systems
  • Minimum of 2 years of experience in performing alarm rationalization
  • Experience in leading Failure Mode Effects Analysis
  • Experience in coordinating work with Merck Union craft and operators
  • Working knowledge of ASME B31.1 or ASME B31.3
  • Technical problem-solving abilities.
  • Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities.
  • Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility and facility reliability.
  • Program management skills with an understanding of strategic vision and significant attention to detail.
  • Professional Designations: Professional Engineering License, Certified Energy Manager. 
  • Develop and perform hydraulic calculations for the following types of systems: Steam, Fuel Oil, Compressed Air, Chilled Water, Boiler Feed Water, Cooling Water, High Pressure Natural Gas Systems (600 PSI)
  • Three (3) years’ of experience with one or more Merck West Point utility and facility systems.
  • Experience in dealing with agencies and management of professionals outside of Merck. 
  • Lean, Six Sigma Black Belt/Green Belt certification, or equal experience in application.
  • Knowledge and experience in project and facilities management. Understanding of, and experience with, Merck Capital and Profit Planning processes.
  • Working knowledge of OSHA 1910.269 and 1910.119, and NFPA 70E and 110.
  • Completion of OSHA 30-Hour training.
  • Experience using PI Process Book, Excel, MAXIMO, and analytical modeling tools.
  • Two years of engineering experience with Merck West Point Central Utility Systems
