The Director will be responsible for providing leadership, guidance, management, and direction of all Master Planning related and infrastructure upgrade projects for the West Point Utilities Global Workplace & Enterprise Services (GWES) organization. The utilities operations at the West Point site represents systems associated with a large college campus, providing utilities and services for ~6 million square feet of laboratory and manufacturing space. On any given day, the site uses large volumes of utilities, including 2 - 5 million gallons of water, 600,000 #’s per hour of steam, produce 70 megawatts of electrical power, and generate 60,000 tons of chilled water. This position will require significant experience in the operations and management of large utilities and facilities systems. The projects will vary and include: system reliability upgrades, energy efficiency, increased capacity needs, maintenance replacements, facilities improvements, and network distribution improvements. This position will work closely with local engineering groups providing technical expertise and direction for the varied projects. Annual Project Capitalization runs approximately $20 - $50MM at West Point.

This position will also be called upon to provide day-to-day operational support managing the multiple utilities and facilities systems at the West Point site. Knowledge of how to interface with utility suppliers and facilities partners, as well as participating in negotiation of contracts to ensure reliable and economic supply/service, is required, The Director will effectively communicate with customers, clients, and stakeholders to understand and ensure their needs are met.

The Director will be responsible for managing development and performance of contractor staff. He or she will maintain contractor staffing levels to meet business needs, partnering with engineering and maintenance firms to obtain key technical and service capabilities to supplement and aid the team in delivering innovative and cost-effective solutions.

Education Minimum Requirement:
  • Bachelor’s Degree in Engineering, preferably Electrical (power orientation), Mechanical, Chemical, or Marine.

Required Experience and Skills: 

  • Ten (10) or more years’ of industrial/utility/facility experience in utility and facility operations, project execution, engineering, and/or maintenance. 
  • Minimum four (4) years’ of line experience with people management responsibility. 
  • Highly developed communication, leadership, and teamwork skills. 
  • Excellent customer-service skills. 
  • Documented experience as a strong performer in current and past positions. 
  • Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities. 
  • Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility and facility reliability. 
  • Program management skills with an understanding of strategic vision and significant attention to detail. 
  • Ability to think both critically, as well as communicate effectively. 
  • Experience with financial and budget tasks, including Profit and Capital Planning. 
  • Technical problem-solving abilities. 
  • Working knowledge of OSHA industrial and NFPA standards, including electrical safety-related work practices and arc flash.

Preferred Experience and Skills: 

  • Professional Designations: Professional Engineering License, Certified Energy Manager. 
  • Three (3) years’ of experience with one or more Merck West Point utility and facility systems. 
  • Experience in dealing with agencies and management of professionals outside of Merck. 
  • Lean, Six Sigma Black Belt/Green Belt certification, or equal experience in application. 
  • Knowledge and experience in project and facilities management. Understanding of, and experience with, Merck Capital and Profit Planning processes. 
  • Working knowledge of OSHA 1910.269 and 1910.119, and NFPA 70E and 110. 
  • Completion of OSHA 30-Hour training. 
  • Experience using PI Process Book, Excel, MAXIMO, and analytical modeling tools.
