The Director, Vaccines Policy Latin America (LATAM) will work closely with markets in the Latin America Region to provide strategic and tactical support on growing Merck’s vaccine business in the region. The incumbent will identify and seek to leverage opportunities and work with various governmental and non-governmental stakeholders in order to increase population vaccine access and coverage across the Latin America Region and to create enabling conditions within countries and at the regional level. Critical responsibilities include: 
  • Provide expert advice, guidance, and support to LATAM markets in assigned geographies to conduct, manage, and evaluate strategic and tactical market-shaping plans to optimize vaccine uptake. 
  • Identify annual vaccine, prevention and wellness priorities of regional multi-lateral bodies and related institutions, and National Governments and public health sectors. Advise colleagues in assigned geographies and at regional level on areas of alignment and synergies. 
  • Conduct information gathering and analysis to inform strategic goals and operational tactics – e.g., environmental scans of issues, politics and policies, analyses of both regional and domestic market government pricing and reimbursement issues. 
  • Work cross-functionally with colleagues in commercial, medical affairs, market access, and communications to achieve business goals. 
  • Develop and execute vaccines policy strategy for LATAM region, working with 2nd regional policy director, regional vaccines cross-functional team, and local policy leads. 
  • Work to further Merck’s position as an innovator, industry thought leader, and vaccine partner of choice for public decision makers, including Ministries of Health and Finance, as well as nongovernmental organizations. 
  • Conduct vaccine public policy training and capacity building for senior policy and business executives within Merck subsidiaries in assigned geographies.
  •  Develop and/or contribute to development of Merck position papers, including ones related to local government pricing, reimbursement and vaccines hesitancy. 
  • Represent Merck in meetings with health policy leading influencers, government officials and nongovernmental leaders on vaccine public policy matters. 
  •  Engage in Merck internal working groups formed to address external environmental shaping, government pricing and reimbursement and NIP strategies. 
  • Lead market-level operation and planning support, including development and monitoring of annual objectives and other special projects in assigned geographies.
  • Work to further Merck’s position as an industry thought leader and vaccine partner of choice for public decision makers and nongovernmental organizations.

Qualifications
Education Minimum Requirement:
  • MPP, MPH, or MSPH degree – in Public Policy, Public Heath, Public Administration, Economics or related social science discipline
Required Experience and Skills:
 
  • Minimum of five (5) years of experience in a public policy, public health, governmental affairs, or vaccine related external affairs role
  • Track record of success in government affairs/public policy in the Latin America regional markets that includes experience in the vaccines sector
  • Well-developed network and relationships with non-governmental organizations focused on vaccine-related advocacy efforts 
  • Understanding of the role of public policy in governing both public and private markets for vaccines and able to provide strategic and tactical input and guidance tailored to the specific opportunities in any given market. 
  • Strong understanding of the Latin America region vaccines ecosystems and program infrastructures, combined with the ability to identify policy and programmatic risks and opportunities to be addressed through public policy action. 
  • Experience working with governments (Ministries of Health and Finance, Parliaments) to further the development, implementation, and evaluation of vaccination programs
  • Strong understanding of the vaccines tender process and ability to advise local organization on shaping environment to promote transparent, sustainable, and successful tendering. 
  • Able to recommend and achieve consensus with local organization and Merck Vaccines Division on best allocation of available resources and manage budgets. 
  • Ability to manage numerous, competing priorities under pressure and effective collaborative working and program management skills. 
  • High degree of emotional intelligence and proven ability to successfully lead teams without line authority over its members. 
  • High degree of ethics and ability to build effective working relationships both internally and externally. 
  • Business-level fluency in oral and written English and Spanish
