Reporting to Merck’s Global Trade Compliance (GTC) Standards and Assurance (S&A) Associate Director, the Senior Specialist (SS) will support the development of optimized and standardized global trade compliance policies and procedures and related training. The SS will interface with internal customers, external vendors and service providers as needed. The SS will be a key part of the team driving global trade compliance policies and procedures through associated on-line and in-person training. This position will also be responsible for assisting the Associate Directors and/or Director in preparing, conducting and following-up on site audits of all import and export operations worldwide.

The GTC S&A Team is primarily responsible for identifying trade compliance requirements, writing policies and procedures, and verifying Merck and MSD’s compliance through audits and assessments, and continuous improvement strategies.

  • Assist in developing and maintaining corporate and divisional policies, guidelines and standards that support compliant and efficient trade compliance systems. 
  • Interpret and translate regulatory trade requirements into consistent and effective trade processes, systems and tools. 
  • Support sites and other local operations in aligning local Standard Operating Procedures (SOPs) to corporate and divisional policies. 
  • Support the implementation of GTC Global Standards, collaborating with GTC’s Center of Excellence (COE) and Global Trade Management (GTM) teams, when necessary. 
  • Assist in the development and update of trade compliance training materials related to the GTC Global Standards and requirements, and support training for employees with the most appropriate training method. 
  • Support the development of a risk assessment solution that gathers and aggregates data and identifies and prioritizes global trade compliance gaps in processes and procedures. 
  • Support detailed trade compliance audits of Merck and MSD’s global export and import operations, and generate audit reports. 
  • Assist local sites in developing robust Corrective & Preventative Action (CAPA) plans with realistic implementation timelines. Track and validate CAPA implementation as sufficient to comply with company policy and local regulations. 
  • Input all audit-related information (audit report, audit findings and associated CAPA plans) into the GTC S&A’s System of Record. 
  • Support the submission of comments and advice to government authorities globally on import-related legislation, regulations, rulings or policies. 
  • Support Global Logistics and others in continuously improving Merck and MSD's trade compliance risk level. 
  • Support due diligence and implementation of proposed Business Development (BD) projects (M&A, Divestitures, Joint Ventures) as they relate to trade compliance.  

Education Minimum Requirement: 
  • Bachelor degree required (advanced degree preferred)

Required Experience and Skills: 

  • Minimum 4 years functional expertise with international trade, or equivalent. 
  • Conceptual and practical expertise in Global Trade Compliance or Global Trade Operations. Working knowledge of import, export, and country-specific trade regulations. 
  • Excellent writing and communication skills. Ability to clearly explain complex concepts and technical regulations, policies and standards to non-native English speakers. Practiced public speaker. 
  • Demonstrated strong analytical and problem-solving skills. Attention to detail. 
  • Strong project management and meeting coordination experience and ability to drive CAPA and continuous improvement. 
  • Prior experience interfacing with international companies and/or Merck and MSD offices outside the US. 
  • Proven competence in Microsoft products (Outlook, PowerPoint, Excel and Word). 
  • Sustained level of high performance.

Preferred Experience and Skills: 

  • Audit experience and skills desired. 
  • Customs Brokers License
  • Experience or ability to work with global trade data management systems like ACE, SAP GTS, Integration Point/ GTAS, or similar databases, highly desirable.
